When all cigarettes were sold in soft packets, they included card stiffeners to prevent the cigarettes from being crushed.  It didn't take long for the manufacturers to realise that they could encourage people to buy more cigarettes by adding collectable designs to their card stiffeners.

Cigarette card sets often carry descriptions on the back of each card, which (in the case of cards featuring flags) may give details of the country itself, and / or of the significance of the colours and symbols used in the design of the flag.

By collecting sets from different years, it is often possible to trace the different flag designs used by a particular country over time.  Also, cards from earlier years may feature the flags of countries that no longer exist, or of countries that were once colonies but have since gained their independence.
